allow experiment on tailor component to have two seperate effects.

one is to increase # of sockets the end product will have,

two is to reduce armor encumb for component like RFP, FP and SYN Cloth,

currently the only tailor improvenment are either color or new schematic, so why not some pratcial improvenment on exisiting product that will benefit multiple profession.

We used to have that.

Then, they took it away.
