Nope. Not at all. Not for regular clothes, not for BE clothing. It only matters for wookiee armor segments (see below)."
And then I see another thread about which stats you should look for in tissues (IN THE TAILOR FORUM). Does the resources needed to craft a tissue need to be high quality? Will the resources quality in the tissue affect the BIO cloth in anyway?

The resources used in BE tissues matter, and that's the responsibility of the Bioengineer. However, when you, the tailor, put BE tissues into clothing, the resource quality of the clothing doesn't matter. A +13 tissue will always be a +13 tissue whether you use 50 oq or 900 oq fiberplast.

Think it depends on the tissues though I have a suspicion that +17's are the best though they could get +18's with perfect ingredients.

I think that perfect is +20. The best I can make is +19.

The best BE tissues I have made were +17 and they were with decent resources, but could have been alot better.

LoL I asked the BE's on the swg BE site what the maximum bonuses for the tissues were, just so I knew what I was aiming for, they told me to ask the tailors (guess the 'Master Tailor' part of my sig was overlooked).
So I'm muddling on regardless and I'm pleased when I hit +15

Well it depends on which tissues you're making as to how high they "need" to be. Medical and Ent. healing tissues anything over +13 will usually do as most people go for the full bonus by using 2 tissues in an item(s). Similar for Taming and the Mask Scent/camo tissue as they're worn more by people who can go without armour.
Warcry/Intimidation, Melee/Stun def you'll want as high as you can get as most don't use 2 items to max out the stats. Common values for them are +17 but I know I've seen some +18's but they're harder to get hold of.

most BE's believe that there is a theoretical maxiumum of +20 on a tissue (with the exception of the "melee" value on the stun/melee tissue which they believe has a theoretical cap of +5).
From a BE perspective, I consider +14 to be "good" tissue, which requires "good" materials. Anything less is pretty dreadful, and anything above +16 is pretty exceptional. Most BE's (myself included) have never seen better than +4 for melee. What I tell tailors that I supply is that I can crank out +14 tissues in quantity, on demand. But for higher values, it may take some time to get the materials necessary and the quantities might be pretty limited.
From a tailor's perspective anything +13 or higher is useful. As I tailor I find it useful to have "high" and "low" tissues. A stack of tissues that are +15 or better (for clothing that take only 1 tissue, or where you can't stack) and a stack of tissues that are +13 or +14 that go into clothing where tissues stack, or where you are selling a coordinated outfit where you are just trying to get the +25 maxiumum. Having such stacks of tissues though, I find I go through the "low" tissues much faster than the "high".

Under the experimental crafting system that was on TC for a while, 100% items were really common with high end (but not perfect) materials. It may have been possible for a +20 under that system.

I agree.
My impression from my time as a BE is that +20 is the theoretical maximum. I doubt you'll ever see it though... you would need 951+ in three qualities on every ingrediant (usually 4 different ingredients / tissue). +18 is the practical maximum, and that's hard to achieve on most of the tissues. Never seen +19 on my server, but I guess it exists somewhere
