My bestest friend/bio engineer has been making +19 stun/4 melee and +19 bleed defense as well as other +18's and +17's of stuff I've just never saw go that high. Would it be wise to stick to my 1000 cr per point system or do you guys think, since its hard to find tissues this good, that i should maybe jack up the price a little?

Those are insanely good tissues, no doubt about it. Strangely though, since there seems to be very little interest in bleed defense anymore, and people that want the "stun/melee" tissue generally want it for the melee bonus (+4), so although those tissues are very good, you really might not have much luck charging more for them, dunno.
Now a +19 mask scent or +19 medical healing, that would be a very nice thing for a composite-wearing gun-bunny to have under his armor, that I think you could probably charge quite a bit more for.

Have him make some +19 Warcry/Intimidation tissues, if he can
