I know that Tailors can make bracelets and necklaces but can they make rings as well? what lvl of formal wear is the first one if you can?

There are 2 rings, bothat Formal Wear III: a Band and a Signet. Either of them is usable as a wedding ring, also. To do this, you target someone, then click on the ring till radial option 'Propose Unity' comes up. The person you proposed to can accept or refuse. If the proposal is accepted the other person is asked what ring he or she would like to offer, and rings are exchanged. Then looking at your character sheet will show who you are married to.
