This is no longer true. At best you can now make it easier for yourself to tame pets you are already qualified for.

Keep in mind that each garment can only have 6 skillmods total. Each CA will only impart 1 bonus if it has more than 1. CAs of the same type do not stack, they will overwrite one another. Finally, many CA mods are no longer in-game. Ask in your profession forum(s) about which mods will work for you. (Some poor guy in the Swordsman forum spent 1.1 mil on a shirt with mods that haven't been in-game since beta )
