Yeah i like running around in purple and orange hot pants...and can use the + to warcry??? is it possible, if not, then with clothes? how much +? how much money? (that is for any clothes with +warcry) and was i being mean when i didnt buy a +4 stun shirt for 40k?

No, you can't put a BE warcry mod into hotpants. Warcry mods are added to Reinforced Fiberplast Panels which are used for clothes in the Field Wear line.
Boona Dakoo's Guide To
Bio-Engineered Clothinghas some basic information about which mods can go into which items.
