So my main question is If I get loads of these Clothing Assembly skill tapes and load my cloths with them will they give me a better chance of getting 4 sockets?

Your problem has to do with bonuses not "stacking" within one item of clothing. There is a skill tape application guide linked to both FAQs. This thread shows a connection between skill tapes/FS and socketing (but still we're not quite sure what is going on there. (Past discussions such as this can be found in the link directory.)
