i know if i put all three tapes to the same article of clothing ( ie hat ) i would only get a +5 cause it only takes the highest one, but what if you put it on 3 diff pieces of clothing... would the total of the above example be + 9 ( 1, 3, 5 added together )

Yep, the difficulty arises when putting any two skill tapes in one article of clothing - separate articles are fine. But make sure that your articles don't already have mods on them. See Padrebook's Skill Tape Guide for details.
