i have tailor 4/4/4/0 and all the clothing i make has 0 sockets.

Any ideas why not?

I don't have the skill tree in front of me, but my best guess is that the "0" is in "tailoring" which controls colors and socketing. You should start to see sockets around Tailoring 3.

Yep, the fourth branch is the tailoring branch and it has the skill mods that effect colours and sockets.

This is a related question: Do all items have the ability to have 4 sockets? With some items, I never see them.

No, some items are bugged and never have sockets. Grand Ball Gown, Utility Belt, Ammo Bandolier and Tech Pack at the ones that come to mind but I'm sure there is another belt with that problem too.

Everything else is able to have 4 sockets.

It must be me then. All morning I've been trying to make leather gloves with 4 sockets and I either get 1, 2, or none! Gah!

Leather Gloves are an artisan item not tailor, unless you have engineering 4 as well as the domestic arts line you will be unable to get 4 sockets in them.

if you can get 1 socket on an item that means it can be made with 4 ...

in my experience ... the lower stuff from artisian or the first boxes in tailoring seem to get higher socket success then the stuff granted in the master box ... slowly gathering up an + assy suit for tailor and artisian just for a little more help (i hope) ...
