Tailor Archive

I have looted about 5 skill enhancing scrolls... I was told that a tailor was able to mend a skill enhancer into a item of clothing.. Is this true and if so can someone tellme how.. I have tryed to do it at the clothing crafting stations and in my personal clothing and armor crafting tool.. neither worked.. Unless I was doing it wrong...

i have dropped a skill enhancer into a belt and had it add the bonus. iv tried droping it into a BE crafted medic shirt and have it eat it up with out changing the shirt.
