As an artisan, many of my tailored creations had sockets, including a large number of 4 socketed casual jackets.

Since I made Novice Tailor, I have yet to make a SINGLE item with a socket (I have Casual 3, Field 1 and Fashion 1 atm).

Could this "socket drought" be cause because I have not yet purchased Tailor-Experimentation? Any advice would be appreciated.

That's exactly it. Once you hit Tailoring II you'll start seeing sockets appear.

yup you get artisan experimentation from the engineering and domestic line so if you trained these you're very good at making artisan level stuff...

but you need tailoring experimentation for tailoring skill (and new colors)

Yeah, that's normal. And more irritating is the fact that Tailoring I doesn't increase your socketing ability at all, from what I can tell.

It's like this for socketing percentages:
Novice Tailor: 0%
Tailoring I: 0% (or maybe like a 1 in 10,000 chance?)
Tailoring II: 90% (? My impression - I don't have it yet....)

One exception, presumably due to a bug: Rugged Jackets seem to get the same socketing they would if they were Artisan items.

Check the "rugged jacket" I can get up to four sockets in those. I'm guessing it's a bug, but a wanted one.
