When wearing armor you can only wear a shirt and a bandolier, so you're kinda short in that regard. To give you the full answer to your question:
- Melee Defense / Defense vs. Stun and Bleed Resistance ehancements are used in reinforced fiber panels. No schematic has more than 1 RFP slot. With armor on you could conceivably get +8 Melee Defense / +25 (+36) Defense vs. Stun OR +25 (+?? not sure how high bleed resist can get--I assume 15-18 per) Bleed Resist. This assumes you wear a shirt (like a Formfitting Undershirt) and a bandolier.
- Injury Treatment / Wound Treatment enhancements are used in synthetic cloths. There are 3 shirt schematics that allow for 2 SC slots. If you wore a Leather Trim Shirt, Sports Wrap (female only), or a Wooly Shirt you could get a +25 Injury Treatment / Wound Treatment. BUT all three of these shirts require 3 identical, crated cloths per slot, so you'll be paying for 6 tissues even though you only actually get the bonus of two.
- If you were to go without armor, you could maximize your Melee Defense / Defense vs. Stun at +16 Melee Defense / +25 (+72) Defense vs. Stun by wearing some combination of pants, shirt, jacket, and bandolier (i.e. Reinforced Pants, Formfitting Undershirt, Heavy Reinforced Jacket, Ammo Bandolier—note that any jacket that allows for RFP enhancements requires 1 "waste" tissue, which will cost more but garner no added benefits)
- You cannot wear a bandolier with a pack, so if you want to maximize your bonuses you'll have to juggle your inventory carefully.
I hope this answers your question…
