No its not a fluke I own a Spec-ops duster with the same stats and it made up part of a BE combat suit I used to use. Its just been made with some nice high-end BE tissue, my BE tends to make +4 Melee/+17 Stun tissues. As for Medical tissuesI only really make +25 clothes so I only buy +13 tissues. Its in my workshop ready for me to throw on if I feel like citybanning a nasty customer.

Its not too hard. Camos use both synthetic cloth and reinforced fiber panels, so you can use both types of tissues in them. I can actually make a pair of +18 wound/injury treatment +19 Stun, +4 Melee defense camos right now (I have the tissues). I am not sure this would be worthwhile, though.
