in my opinion the "thin pleated skirt" has the best look for a kilt, it has the same hard shape to it, and has a big metal belt holding it up! although it comes way past the knees, with the right colours i think it looks kiltish.

Beat me to it. Thin Pleated is definitely what I'd suggest.

What "shirt" would make the best kilt, for any... daring individualout there that would want to show their Celtic side?

By far the closest would be a Decorative or Sigiled Waist Wrap, if you're a wookiee... And a Scottish Wookiee is indeed a scary thought. Though come to think about it, I can see the similarities. Big, hairy, short-tempered, and you can't understand a single thing they say.
Thin Pleated Skirt might work, though I find it a bit too long for a kilt, personally. What you could try is a Short Skirt, which I think might work better due to the length and way it wraps around. And I believe it technically falls under the "Pants" category (don't ask me why), so it should be wearable by males. Add a Fancy or Decorated Belt and you're good to go.
Other alternative might be a Noble Skirt, which works on the length side of things and has an interesting belt to it. However, you might have technical gender issues as I'm not sure it can be worn by males.
And on that topic, a minor vent. Why the heck do they limit the wearability of skirts by males? What, is a Thin Pleated Skirt somehow more "masculine" than a Fashionably Pleated Skirt? Either permit males to wear all types of skirts or don't at all. This seemingly random and nonsensical system isn't working, IMHO.

yes i completely agree with you, if my character wants to get S**T faced, and strut in his naboo house in a Grand Ball Gown i think he should be able to!

Oh yeah, and actually I think the short sleeved blouse should be wareable by males, with a simple name change it could be made into a vintage shirt of somekind. The blouse is kind of open in the front and looks like the shirts guys used to wear in the 60's and 70's, like with additional hippy getup
