From today's TC patch notes:
"Furniture: All armoires, bookcases, cabinets, and chests can now all hold items"
Yay! We can store our clothes somewhere civilized.

I just tried it out. It's pretty cool. Saves me the 4 item slots I used to have dedicated to the packs that were clipped into the walls behind the armoires/cabinets/chests to make it look like they were functional.

So are items in the chests, etc counted towards the house limit or are they really extra storage?

Also, can you rename them like you can with backpacks.
one more question, i know that items in backpacks on vendors count to the total items in your vendor, but have they thought about items in chests or armoire's on the vendors ?

Items in furniture storage do count against housing limits. This makes sense, given that each furniture item (I tested factional armoire/chest/bookshelf/cabinet) holds 100 items, and we all know that the DBs wouldn't be able 100x the items it now contains. 
Edit: I didn't notice any options to rename the furniture as you can with packs.
Edit2: Not all furniture holds 100 items. The lowest-level armoire, for instance, holds 20.

I assume this is retroactive? Old chests/armoires/etc can hold stuff too?

The furniture storage functionality is retroactive. Existing furniture will hold items too.
Factional furniture will also hold items.
Somehold 20 items, some100 items. (I am still unclear on which styles hold how much. I've seen armoires stated as holding 20 and/or 100? Maybe different styles hold different amounts?)
You can still place items for show on shelves and on top.
These are not new increased storage. They still count to the house item limits.
The last time I read the TC thread: they cannot be renamed like backpacks, cargo pockets and satchels.
(if you want a chest for say, 'Metals' or whatever, I suppose you could special order it from an Architect and ask it to be named that)

Unsure if storage functionality is on Toolchests too. End Tables?

Varies by style. Factional armoires, for instance, hold 100 items. The plywood-looking ones hold 20. Oddly enough, the plywood-looking chests hold 100 items. /shrug
