That is a really old picture before guys were allowed to go bare chested. Tank tops were the norm for naked guys now they just get boxers.

They were never a craftable item. It used to be part of the default underwear for males. (Same as the female's default bra and panties) There was a petition to let males go bare-chested. It succeeded. Men got bare chests. That t-shirt is no longer in-game.

I remember seeing someone make a toon with a big gut and a mullet running around in nothing but pants and that shirt. I nearly fell out of my chair laughing.
