... do the modifiers in a clothing item still take effect, or the item is completely rendered useless? Does it make a difference if the item was crafted or looted?

At the moment, when an item hits 0/x or -1/x there is no change to the clothing. When the patch comes to fix this issue, you will not be able to put on the clothing. Whether the mod works or not will be meangingless, because it simply can't be worn.

Is this "expected" patch coming soon? Is there an ETA on it?

It was expected in Patch 10, but didn't get finalized for the push. It will appear in a mini-publish, though I don't believe it's going to arrive anytime soon. Check the test server to see if it is there yet.

Yeah I keep asking about it. It is in the works but I don't have a firm date on it.

To be honest, this is something that will affect a lot of people, so I do not expect to see it until JTL is published. Right now it looks like the effort of the dev team is about 80% JTL, 19% fixing bugs with the FS quests and jedi stuff and 1% everything else. As annoyed as I am that they won't fix the POI spawn rates, I can't really blame them. JTL is very important to the future of this game and needs to be done right. Also, most people playing right now are concentrating on jedi stuff, so there are not many of us who are interested in doing other things.

Seriously though, like it was said above it is unlikely to make it in pre-JTL. The only thing they are fixing are bugs with the FS quests and the whole jedi-BHloop. Makes me a little angry and frustrated, since they are only polishing and enhancing two professions really, neither of which I want to play at all (especially since as fast as I move with xp, it'd be 2010 before I got out of the FS quests! 
oh well, guess we can hope for a mini-pub soon into Nov. perhaps. /shrug
