I feel rather silly asking this.
Among the players, especially Tera Kasi, there is a two color garment that looks like a. . .well, skirt. I know that is not what it is called, but no one seems to know. Can you tell me whatit is called so I ca purchase a few on Starsider? Thanks.

There's more than one skirt that has two colors. I would check the stickied faq that has a link to tailor catalogs.

OK, it's this article of clothiing here, but it says female only. I know I've seen males wearing this in-game(Especially TK)so, is gender specific clothing enforced or can anyone wear it?

It's not female only. Most skirts are wearable by males, except:
Pleated skirt
fashionably pleated skirt
short skirt
and... uh... another one?
