From this chart we can see you will be able to have the following:
Large Headwrap S/S
Desert Command Jacket R/S
Paramilitary Commandos R/S
Formfitting Undershirt R
Where S (synthetic cloth)= Taming Wild/Taming Vicious Creatures - Injury/Wound - Ent. Healing and R (reinforced fiber panel)= Mask Scent/Camo - Bleed Defense - Melee/Stun - Cover - Intimidation/Warcry
Each tissue provides roughly 14-18 of it's stat. To get a single piece of clothing with +25, you would need clothing with 2 of the same tissue. Another way to get +25 in a stat is to have two piece of clothing with the same stat on each. Example: the Desert Command Jacket and the Paramilitary commandos when paired together could provide you +25 Bleeding Defense and +25 Injuring Wound Treatment.
The list you want is impossible to do in 4 pieces of clothing. You could not get enough tissues into a single outfit to do +25 in all of those stats. +25 in Melee defense is also impossible as a single BE Reinforced Fiber Panel can only have +4 Melee defense.
Your best bet is to look through the table I linked and determine what clothes you would like with what tissues. You'll find you won't be able to get a large number of tissues into that clothing, but you may be able to set up something reasonable.
Good luck.
