Hmm... I have heard of it happening but not for a very long time. I am curious to see if it still happens after you have logged out for a fairly long period of time.

Well, I tried logging till my character totally logged out of the game, then logged back in, but I still had the problem.
I also tried trading the clothes to someone else, and they work fine on them. When they traded them back to me, I tried equipping them, and you could actually see them, sorta. But they were clipping like crazy...almost like they were fighting with the other graphic of the clothes i had on before.

For some reason, last week, when I put my fighter flightsuit on, the others couldn't see it. They ended up seeing me in my underwear, or what I had been wearing previously. Relogging didn't help. However, the next day it was fine, and it hasn't happened again since. It sounds like this is related.

I've seen that when making clothes for people. They seemed to be wearing multiple sets at once, usually when trying on a lot of different things in succession. Not had it in a while, though.

I've had this happen to me before, but it has been a long time ago since it happened.
After logging out for about an hour it seemed to return to normal.

I see this on customers about once every few weeks. I'll make them something, then they put it on and it overlaps with what they were wearing before. It doesn't show up to them or anyone around them, so I think it might have something to do with me. My clothes show up fine, and i'm always taking my armor arms off and on, so I don't know what causes it.
I've found that logging, restarting my computer, and/or doing a full scan help most of the time.

I've seen it quite a bit, on and off, for about 6 months or more. It's funny when you're in the corvette and you're seeing someone (who is actually wearing armor) kicking some butt in normal clothing.

I see it regularly, only because i use more than one accnt at once often.
I can see what my other characters look like to the other, and often my second character is dressed in clothes she switched from a few hours ago.
My solution has been to switch back to the clothing that people are seeing you in, then switching back to what you want. This fixes it for me every time.
The bug seems to be caused mostly when i swtich clothing when the other accnt is loading still, either logging in or on shuttle.

I can say this happens very frequently. Not just clothes, anything equippable (yes)
I saw a lot of character even without default bra / underpants (kinky but true). You can see people playing a blaster as mandoviol. Or a swordsman doing unarmedhit3 even he has sword in his hand (in his client)
On clothing, I can say it is a bug usually can be repeatable in crowded areas via zoning. Especially when you try equip 1 piece of clothing that removes more than one piece of clothing (dresses, flight suits etc.) system cannot send this info to servers --probably due toyourupload speed to server(1 piece of clothing to remove all pieces)but your client does, then everyone sees you completely naked / without undies even (hope not abusable)
Many friends noticed this happens mostly on dresses like Patterned Slip Dress to be equipped over armor if armor has another armor shirt or normal shirt inside.
Hope this info helps. Btw, for your question, logging off, works, yes.. But you might wait for more than 20 minutes and unequip this cloth and change to another cloth, re-equipping this. This works in weapons to equip another weapon and dresses re-equipping every single item on you.
