I would like to know if tailors can make cowboy hats or some other kind of hat.

There are several hats that we can make swoop helm, sunguard, headwrap, large headwrap, decorative hat there are a few others but I think they are all wookie and twi'lek headgear. Personnally out of the hats mentioned herethe sunguard and swoop helm are the best of the lot.
