Not so. By the looks of things, clothing in SWG is done by mapping bitmaps over vector models of clothing. Shading is applied on top of that. The vector coordinates are all hooked to a 'mannequin-shaped' form, which is basically the form of your avatar, and changes shape when you move or sit, taking the hooked vector points of the clothing with it.
This idea would simply allow users to upload new bitmaps for fabric patterns orstencils for logos or sigils, into the server. These bitmaps can be very small and only have to be 1 bit deep to choose between the primary and secondary color. There's no reason why they would add significantly to lag. Games like Ultima Online and Second Life have proven that player-designed items are very well feasible, if you use clever encoding, compression and caching.
I'd go one step further: let us design clothing as well! By the same token, the clothing vector model can be uploaded to the server and downloaded by the clients of players, without adding too much to the lag. Give us a tool to design clothing on top of the avatar mannequin, with a few options for each data point (snug fitting / loose fitting /flared etc), and we'd be able to make whatever we wanted! Well... within limits. As for the argument that this would allow overly naughty clothing... a very simple algorythm can take care of that. I'm not sure how this currently works, but already the system draws the bra or underwear is certain area's of the body are exposed.
