Do clothing attachments and be attachments work when the clothing gets to 0 condition.

For now they work, but there is no guarantee that it will stay that way. The lack of meaningful decay of clothing is a big issue for for tailors, so it is best to take care of your clothes if they have expensive skilltapes in them.
