The melee/ranged defence tissues do work in that they seem to increase the number of time you get missed (or decrease the number of times you get hit).
I have not noticed any change in the amount of damage per hit - but the hits are always the same. I have not had enough combat in the CU to know if there is a range of damage or if the same creature will always hit you for X amount of damage. I am assuming that there are min/max caps on the amount of damage and my testing is with things that are too high/low of a CL for the damage to be changed if there is any change in damage from the tissues.
But after a significant amount of testing with no, +15/+15, and +30/+30 (2 15s) tissues I can confirm that the number of times you get hit is less with the tissues.

Melee defense actually "has to" reduce hit taken. Not just only miss. Because in new system "defense vs defense" is actually calculated.

Well there are probably caps on the min/max damage and I am getting attacked by too high/too low creatues for the calculation to fall out of the extreems. Or is it now the case that a creature will always, 100% of the time, hit you for exaclty the same amount of damage on each hit?
ALl I can confirm from my testing is that I clearly got hit less with the tissues than without them... but the amount of damage for each hit was constant.

As a master BHer, Master Carbine without clothing I was getting hit about 90-95% of the time.
With the clothing I was getting hit about 75-80% of the time. I don't have the raw numbers on me (I am at work, they are at home).
I stood there and got hit through several tests for about 50 times with and without the clothing. The CL of the creatures ranged from 15-40 all were melee. I did also go up against CL 82 but could not do any real testing since I was getting hit far harder - but without he clothing there were fewer misses in the limited testing I did - but I cannot say for certain that it was a significant percentage.
Against ranged I can say that it seemed like I got hit less - but that was just by the thugs etc... otuside of the Kor Vella star port as I was flying by - no real test there.
Again I saw zero difference in amoutn of damage done per hit... but I don't know enough about combat in the CU to know if the same type/level of creature always hits for the same damage or if there was some min/max part of the foruula I was running into which capped the damage.
The testing was enough to lead me to offer the clothing for sale. I had refused before then since I didn't want to sell things that do not work... unlike SOE.
