Is it possible to have bright red sashes or shoulder straps? I need this colour for my PA uniform... but from what I hear it can't be done?

No, sorry.
No belt, bandolier, footwear item(except dress slippers) , glove (except uniform gloves) use the "complete" palette. Most use the ugly "leather" palette.

Another option is to wear a Decorative Vest in the color of your uniform, and then have the Sash on the vest be in red.
