Some seem to agree with you that no matter what your total bonus is, or what your skill sheet says, you are still capped at +25.
Others say that they've noticed large differences when they get several BE clothing items and have a total of +100.
If +25 is the max, then I'll just find me a bandolier or something, but if it's not I'd like to get a set of clothes that's a total of +100 (i.e. shirt +25, pants +25, hat +25, and bandolier +25).
Just trying to figure this out, the Tailor boards have a heated argument going on, and the devs haven't really given a clear answer.

I've read the story of two Master Rangers with a +25 maskscent suit and a +68 maskscent suit. The higher suit never broke masking before the other, and was clearly better. I would love to test it myself, but I will accept this as a fair assessment for now. It should not act this way, but it is likely a bug. Whether this still works the same today or not is debatable. There could have been stealth fixes for this issue, and the +25 limitis now more a law than a suggestion.
Currently - no item of clothing uses 2 slots for RFP panels. The maximum bonus you can add to any clothing will be +18 at the moment. I am still hunting down any BE tissues that are +19 or more. I would kill to find them. Be that as it may, the +18 is hard to find. I only have +16 currently, though I usually have +17 tissues. You can place these in bandoliers, some shirts, some pants and some jackets. That's all.
For the maximum bonus (Four +18 tissues) of +72, you could wear a Shirt, Jacket, Pants and Bandolier (no backpack)
