I have noticed that the quality of materials *seems* to make a difference in getting 4 sockets. I think, however, this is also random...or at least it has something to do with the assembly roll. If I have an assembly roll that is great or amazing then I will almost always have a 4 socketed item. Please note the almost part of that last sentence. So it seems that higher quality material will give you a better *chance* of having more sockets.
Some items just don't socket well, however. I've not really made a list of them because sockets are just something we can not control. If we could all items would always have four sockets!
This is one of those things that I think needs work. The random generator causes failures when no failure should be possible and fewer sockets when a master tailor, using high quality materials, should be able to place as many sockets as are possible in an item. Its not just tailors that are affected though, but I think we are perhaps more helpless than others since we do not have the option to experiment on our clothing (not that experimentation helps sockets, but I think it should).
I've read in the tailor forums that tailors don't pay a lot of attention to the materials they use, but I always have. I suppose that is because I was a tailor before the experimentation changes. I think that quality of materials probably does affect how frequently we fail on an assembly. This is all conjecture, but I can tell you that when I do bio engineered clothing I always use the highest possible quality I can find. I have seen fewer failures doing that. Maybe someone more number oriented than I am could shed some light on that.

Sockets are simply random right now. I have a lot of really bad materials (OQ less than 100) and a lot of really good materials (OQ greater than 900) and I see no difference. I also get 1 or 0 sockets when I have an amazing success on assembly or sometimes 4 sockets with a moderate success.
