I just returned to the Tailor profession after a 6-month long hiatus caused by an annoying blue cube. 
Crafting a few items after making Master, I noticed that I was not getting 4 slots nearly as much as I did back in the day. I saw in the FAQ that this was a conscious choice made by the Devs.
I have a few questions:
1) Did they offer any raitionale for the reduction in slot chance?
2) Do I need to have Engineering IV to have any chance of 4 slots with Domestic Arts Clothing?
3) Has anyone had any luck jacking up the costs of 4 slot items, since you will be going through a lot of subcomps, and even (gasp!) BE tissues to get that 4 slot prototype or schem.

3) The only time I receive more for 4 socket items is when a customer requests them specifically and offers to pay more. I have started making schematics of 4 socket top sellers (black uniform boots for example)but I did not raise their price.

As a follow-up to question #2: does having Engineering IV increase your chance of getting 4 slots on DA items?

yes, engineering contains bonuses to artisan assembly and therefore would govern sockets on the domestic arts items.

Booooo! They should make clothing exp a separate thing, and give you bonsues to it as you go up the DA tree... now I have to get Eng IV!
