Can synth cloth be experimtented, if so what lvl of talior do u need>? At novice it does not give me the option to experiment on it. Or does putting a biological piece on it make it experimental. Plus i cant seem to find out how to make the bio part (optional) but id still like to know.

As far as I know at the moment, the only item Tailors can make that can be experimented on is the newly added Armor Padding. As far as the biological components, those are Bio-Engineer crafted tissues that Tailors can use to add special properties to items that require synthetic cloth or reinforced fiber panels. If you want to make the tissues yourself, you'll need to pick up some Bio-Engineer skills (though Mastering is pretty much necessary for the higher stat tissues), otherwise, find a Master BE on your server and find out how much they would charge you to buy tissues from them.
