I have bought the imperial uniform from a recruiter, but it dont sell the hat. Can this be made by a tailor? or is it even available for players?

Faction items are only purchasable from your recruiter using your faction points.

Tailors cannot make faction wearables at this time.

I think they removed the hat because its bugged. No one can equip it until they figure out the hair problem

Maybe try the Armorweave helm. It's not really the same but it's about as close as you're gonna get. *shrug*
