It's possible, but sockets are random, so you may need several jackets before you get 4 sockets on one.

Please be aware that BE tissues are currently not working for newly-crafted clothing.

Yeah, at the moment the answer is no, but its all down to the BE crafting bug

It is possible for a master tailor to get 4 sockets on any piece of clothing that can take BE tissues except for the Ammo Bandolier and the Grand Ball Gown (both never have sockets).
