Now that clothing supposedly decays, would a clothing repair +4 tape be worth anything to the general tailor population?

I could be wrong but at this time I think it's useless. In order for a skill tape to work you need to have that skill in the first place, otherwise the tape has nothing to add on to. Right now, not even master tailors have clothing repair skills.
