Ok guys this is probably a dumb question and it's probably been asked already, but what do sockets do. I created a backpack and it nad 3 sockets then a couple of days later, made another one and this time it had 4. Is there really any purpose to sockets???

Skill enhancers go in sockets...just like Gems in Diablo 2.

I'm pretty sure that the amount of sockets that appear on your items has to do with your Tailoring levels (the rightmost tailor tree). I could be wrong though... anyone know exactly? Also... are the enhancers you stick in sockets only something you find on corpses or are bioengineers able to make stuff to stick in there?

Almost anything can come with a socket.. heck, backpacks even have them, but you can't put any in the sockets because they go inside instead.
And it does come down to tailoring skill, the 4th, rightmost tree. the higher you are, the more chances of getting a socket, and the higher the chances of more sockets. Also helps when you experiement an item up as high as you can.

It may sound dumb, but how do you check if the item has sockets other than dragging the attachment over it?

I recently took a break from tailoring and have since returned.. however, where I used to get 4 sockets on almost everything, now I'm having to make 10+ of an item to get 4 sockets. What happened? I'm using a 43+ crafting station and 100% crafting tools....

Short version:
Apparently the "consistent 4-socketing" was a bug which was fixed. 4 sockets were supposed to be rare. Now, indeed, tailors get 4-sockets about 10% of the time. This is "working as intended."
Response: we're not happy, it's in the top 5, and... we're not happy.
I think that just about covers it
