I know that earlier could u get +25 to inj/wound treatment in a doctors dress for example, without having +25 tissues. Is that still possible? If yes how?

Tailors can use 2 Injury & Wound Treatment +13/13 Bio-Engineered Tissues in the Doc Dress. It becomes a +25/25 Injury & Wound Treatment Doc Dress.

as the above poster mentioned, there are two slots for synthetic cloths in a doctor's dress, therefore if you put in two sets of tissued SC that add up to at least +25 you can get the +25 in one item.
