I've been playing around and there doesn't seem to be much clothing that you can wear under/over armor. Which really does cut down on the usefullness of tissue enhanced clothing with combat style bonuses.

So far I've found 3 enhanceable shirts that can be worn under armor, formfitting undershirt/lined workshirt/reinforced workshirt, and nothing else. The pants I've tested arn't compatible with armor, not even infiltrator leggings which is really odd, they should definately be wearable under armor. The reinforced pants look snug enough to fit under armor as well.

I think bandoleers can be worn over armor as well, so that makes bandoleer, and shirt that can be worn with armor equiped, am I missing anything?

We need socks wearable under armor, and pants, and maby a skullcap, and gloves of some sort. And all these items should have a reinforced fiberplast panel needed in construction. And some jackets should be wearable over armor, Spec-Ops dusters come to mind .

Not that it is much help,b tu you can wear a flighsuit under parts of the armor. Well, mainly the chest plate. So you can wear a chest plate, helmet, boots, and gloves, with the flightsuit, and the flightsuit can hold a lot of enhancments. Granted they have to identical, but it is still something to ponder for you crafters that can't wear a full set of armor.

What I hate is seeing a guard wandering around in theed with a jacket on, a shirt, and2 padded armor bracers! argh. Or better yet, the twilek in the grand healers robe thats wearing a softundershirt. (eye twitch) or even worse! The NPC slicer girlin the tactical skinsuit wearing Marine armor Bicepts.
