Are there any types of clothing that can be worn underneath Ubesse armor? If so can these pieces be bio-engineered? And if those pieces were made by a master tailor would they have sockets to accept skill tapes?

The simple answer is yes. You can wear a shirt under armor, shirts can be Bio Engineered. And as long as the tailor has a couple of boxes in the tech tree, the shirt will have sockets. Go with master to be sure to get 4 sockets though. (Even then you could only end up with 2 or 3 though) Hope that helps.
Edited: Because I can.

There is an Ubese undershirt though, so that would have to be sacrificed.

How are Ubese undershirtdifferent than regluar shirts? And could they be bio-engineered?

This is true, but if you examine it, you will note it has no resists or encumberance. It is just for looks.

It is made by an armorsmith and has light armor. Only way to enhance them is by using armor skill plates in sockets. I like this shirt as it has no encumberance and also looks really good. I actually have a stash of them I ordered as I like to make outfits with them. They make great t-shirts and have nice ribbing.

I am no armorsmith expert, but doesn't the light armor rating of the ubese shirt count for anything?

In this case, no. The shirt has no condition, and no protections. It's simply a piece to complete the ubese armor set, visualy

The advantage to the ubese armor shirt is that it has no condition, hence no decay. So, whereas clothing and armor both decay, this shirt will never hit 0.The skill attachments you stick in it will always function (at least until SOE changes it so that the shirt decays as normal). Of course, as it is now, any clothing will still function regardless of condition and give all of the BE and/or skill tape bonuses.
