If this means what I think it does, I will soon be a retired master tailor. It's in the merchant section of "fixes".

Yeah, the entire reason the bazaar has that 3k price limit is to encourage people to take merchant skills and get vendors for big ticket items.

Search the forums as this has been gone over at length. My interpretation is that there was a problem some people were having where their personal vendor would max at 3k. This fix will fix that, hence, the term "fix" instead of "change".
