Would clothing assembly skill tapes effect the number of sockets?

We are supposed to get some sort of an answer to that this week, but as far as anyone can tell, absolutely nothing except for your tailoring level effects the number of sockets you get. When you reach master you will get 4 sockets approximately 10% of the time and there is not much you can do about that. Most of us wish that would change!
