This is the request list I gave to my BE when they asked me what tissue stats I was after:

For Tensile Resistance +4/+18 is the ideal, but I'm happy to work with +4/+15 and higher.
For Fear Release, Mimetic Circuitry and Scent Neutralization the higher the better, I prefer to have at least +15/+15 tissues.
For Coagulant Agents again as high as possible, +15 and upwards but +17-+19 are ideal.
For Active Tranquilizers, Active Biosensors and Enhanced Myoflex its nice to have some tissues as high as possible, +17's to +19 are great, but its also handy to have some lower ones of +13 upwards for items of clothing which have 2 or more tissue slots. That way we can use our lower tissues for making the +25 clothing items.

Other tailors might have other suggestions or requirements though

thanks!!

so if 25 is the cap, I can actually make +13s for say Fear Release and as you need 2 identical tissues, it'll add up to 26 and hence cap at 25?

If we need 2 identical tissues to fill one component slot then it will only count once (2 +15 tissues = +15 bonus) but if we have 2 or more component slots then we can get the +25 bonus

note that only the healing and tame mods can be 'stacked' with an item
all combat mods are placed into items in single slots only.

So the +13 in bulk is handy for medic when we can use it in more then one slot while crafting.
but
+17 is wanted for bleed since we only have the one slot to use.
