No, Bio-Engineers are unable to make tissues that grant a bonus to creature harvesting.

I am afraid not. Really what you need is the food veghash and a droid. Also remember that the amount of resources from creatures now depend on its level, so if you can get into a high level combat group and harvest afterwards you can get quite a lot of resources.
