Currently the only non-wookiee hooded item is the Grand Healer's Robe. It is wearable by any species, but only by females.

We are totally against you looking l33t. Therefore we are all banding together and withholding hooded cloaks and robes indefinitely (forever) so that the city of anchorhead doesn't look like a bunch of people roleplaying jawas. Thank you.
