Besides - I think almost everyone wears a backpack now-a-days anyways...lol...which really doesn't help the bandolier business any.
Honestly, the reason I think the Devs didn't allow it, is becase the Art Department couldn't get it to go properly with the Pack (look at the trouble they had with belts!).

When the Weaponsmith and Droidsmith toolkits came out in bandolier form, I couldn't believe how out of touch the devs were with the crafting community. I can't think of a single crafter I know that isn't permanently attached to their backpacks, carrying resources and crates of components needed for crafting.
Itoo guessed that the reason bandoliers and packs wouldn't stack is because of the limitations of the art department.
One solution to this could be an invisible pack, that can be worn with bandoliers. The pack would be in your inventory and would work like a regular backpack giving 50 extra item storage, but it would not be seen on your avatar. As well as allowing for the wearing of bandoliers with it, tailors who want to look stylish but need their backpack for holding crafting gear could replace their bulky old packs with it. Weaponsmiths and DEs could wear their toolkits with it, and fighters could get their extra RFP bonus without sacrificing the loot space a backpack provides.
People may argue that this would almost destroy the market for any other kind of pack, but in my experience, most people buy packs for organising storage in their homes and banks, rather than for wearing. I for one would like to see less packs worn, so we no longer look like a society of school kids or backpackers, and the invisible pack would do this nicely![]()
