I just bought one of those socketed backpacks for 400k. Now i am wondering how to socket it. Does it take armor attachments or clothing attachments? how does it work ?!?!

There currently is no way to place skill tapes into a backpack's sockets. We don't even know if we're supposed to be able to or if packs having sockets is just a bug.

omg, did i get jacked on 400k ?!?! +3 def wasnt worth 400k, the 3 extra sockets were..... this sucks

What exactly is the name of the backpack you bought? Is it the quest reward Lightweight Military backpack?
Stats: General Ranged Aiming 5, Melee Defense 3, Ranged Defense 3, Cover 5

Those do sell for quite a bit of credits. 400k on Intrepid is about the standard rate for those lately. Most go for 500k or even more there.
But if you bought it with hopes of adding skill tapes to it, then no, that won't work. As previously stated, we still don't know if sockets on backpacks are bugged or aren't supposed to be there at all.

You jacked yourself if you were just buying it for sockets. You could have found a normal backpack with 4 sockets for probably 500 credits. Of course, the sockets on that pack would be just as useless. 
400k is a fair price for the Lightweight Military Packs. I sell them for 300k off my vendor myself.
