2 qustions:
First, I have read from a couple sources that with BE'd clothing, if the item has more than one stat, only the first stat will apply. Much like with skill tapes that have 2 stat bonuses, only the first one will actually be used. However, when I pull up my skill mods, I am seeing the correct total bonus that I should have from the clothing. Can anyone confirm whether or not you receive both stats on clothing?
Second, what is the cap on skill mods for doctors?
Thanks in advance for your information.

I've been hunting down what's what with these tapes as well. My understanding is the higher modifier applies, cancelling the lower. I have another post on here with some info in it on this as well.

Well as far as I've heard, all stat bonuses added to BE clothing will work, up to a +25 per stat bonus. I haven't actually gone out and tested outfits personally, but have had no complaints from customers who bought multiple-bonus clothes.
It's the skill tapes with multiple bonuses that are apparently not working correctly. I'm just saving all mine for when they are (hopefully) fixed, but from what I've heard, the bonus that gets added is the first one listed on the tape (skill bonuses are added in alphabetical order). So a skilltape that reads +1 mask scent, +2 musical mind enhancement would only give the mask scent bonus.

I tested this out - made a few things that had multiple slots for the same cloth - it all appeared to stack pretty well - the bonus's showed up.
As for seeing if the bonus was actually there - I dont know. When I was a Master Squad Leader I apparently gave my whole group +25 melee defense, but either it was broke, or +25 is a very small amount, because I never noticed a real difference. The same problem applies here - could you tell the difference between a +13 healing and a +25 healing? Add this to the fact that there is already an element of randomness (using the same stim packs I didnt always heal for the same amount)

Actually, I heard from a SL friend that a lot of the Squad Leader skill mods haven't been working properly. But most of what I've heard recently about BE gear seems to suggest that it's working okay. I know my high bonus bleed defense shirt does seem like it's helping me quite a bit. I get bled more when I'm not wearing it, but I don't fight enough to experiment and see if I can tell a difference between the different levels of bonuses.

In short:
BE Tissues (added to clothing in the clothing creation process) stack and work just fine.
Skill Tapes (dropped onto clothing post-production and take up sockets) do have issues with stacked bonuses of differing types.
BioEngineers make tissues and skill tapes are drops off baddies of various types.
