Is it possible to put skill pluses like +12 to bleeding restistance for example into the jewerly itself like with the bio clothes ?

Jewlery can't take mods

Unfortunately, BE Mods require either Synthetic Cloth or Reinforced Fibre Panels (Which one depends on the desired mod). Unfortunately no jewelry uses these components; and thus can't be modded.
