Heya,
I've looked around the FAQ and haven't found anything on this so here we go: A few questions about backpacks.
1) Can all backpacks be made with slots or just certain styles?
2) Do those slots only hold skill tapes or...
3) Can they also hold cargo pockets to increase their capacity?
Question 3 is way out there, I know. Some guy was selling a backpack with "a cargo pocket in it" on the bazaar. I was never sure if that meant a cargo pocket was slotted in or a cargo pocket was just stored inside. I was a noob character and had to catch a shuttle at the time, so I never looked further into it.
Thanks in advance and keep fighting the good fight.

Yes sockets in backpacks are not usable.
The guy that was advertising a backpack with "an extra cargo pocket" was being misleading.

Hullo!
1) All of them can
2) Last I heard, that's bugged (so sockets in backpacks are useless)
3) Some of them require cargo pockets as components in crafting, but they're player-made cargo pockets which have no capacity of their own. Just a neat schematic requirement.
