Headwraps also have this same problem, and some shirts as well...
But most importantly I need my wrapped skirt fixed lol

Ahh. Perhaps you should take up the Engineering tree in Artisan to get the additional Artisan experimenation/assembly bonuses for those clothing items which actually fall under Artisan and not Tailor.
Some items, such as the Ammo Bandolier and the Grand Ball Gown are actually bugged or something and always come out with no sockets. But certain items, like the headwrap, justneed more Artisan mods than the Domestic Arts tree gives you for them to socket. When I picked up some Engineering (I think I have Engineering II), I started getting sockets on those Artisan items that I couldnt before.

Yes, the items you are having problems with are artisan items, and you need engineering skills to get sockets in artisan items.

I know that this isnt actually a response to this question, but I now have a question about this. I dont usually pay attention to sockets in skirts because they havent worked, have they fixed this now so we can put CA's into them? If they have, then I an bugged, because I still cant

As far as I know, CA's cannot be put into skirts. This has been a problem since JTL launched.

Thats what I thought, I just didnt know if it got fixed somewhere without saying and I was still bugged
