I have seen severeal NPC's with black high quality boots, that are more black then what we can make.
Starter Imperial Pilot Trainer
As they have the rang badge as well (and black command hat just to add insult to injury) they might be special grafix...
So a Officer in a normal imperial uniform, just with black high quality boots instead of black uniform boots.
And finial this one another special NPC, (and is that a new jacket or a clipping error ?)

Prefect Talmont looks the same on my screen and from different angles.
I would say: no clipping error, just another weird looking form of a "duster" ...
And yes, their black is "blacker" than our black.

The imperial boots (the ones with the buckle) are not as shiny as the high quality or uniform boots so they look blacker. Personally I find that most black items are probably "black enough" if your monitor is set correctly, but most people turn their gamma way up so they can see better (the game is really dark lately) and that makes everything black look gray. If we really had "true" black that people ask for (0,0,0) for the RGB value I think that most clothes would look absolutely terrible. I am not sure how many people believe me when I say that though.

i believe you completely. 've put a lot of people to sleep talking about color theory applied to the game when they complain about black, as there is no such thing as a true and absolute black as we think of it. it would be the total and complete absence of light. there's yellow-blacks, green-blacks, red-blacks, blue-blacks, an infinitesimal variation of blacks, grays and all colors.
