I think that there is some confusion here and I know that a lot of correspondents were trying to get a definitive answer here. I will give a non-definitive answer which I think it much more substatial than a mere rumor. Hopefully Tiggs or TH will give a definitive answer sometime soon.
As I understand it, there are two types of respec and we will have 10 respec in all. The first is a forced respec that we will all have to do when we log in after the NGE. This is the one that is different. It is based on skillpoints. If you have a 250 point template then you get converted to a level 80 character of the class you choose. If you have less than that spent then you will be lower level. I am not sure of how much "wiggle room" there is going to be since most of us have 1 or 2 skillpoints that we can't really spend anywhere.
The second will be our 9 respecs. I have heard these will be physical non-tradable objects but I am not sure (I can imagine the CSR "I accidentally deleted my respec" hell). These are based on level. If you are level 80 before then you are level 80 afterwards. By the time you get to use one of these you have already used that initial respec to make your character work in the new system and should have a level greater than 1 (most of us will probably be 80).
Anyway, this is the system as I have heard it works from someone I consider to be a trustworthy source. Hopefully the devs will give a unified and consistant explanation soon. I would hate to have their jobs right now. I get grumpy after only one day without enough sleep!

1. Tailors will no longer be able to have a little combat skill - just craft craft craft.
2. They are adding MORE non-craftable clothing to the game that the NEW PLAYERS can wear (instead of just seeing it on NPCs)....
3. Tailors will no longer have a viable business selling BE clothing. (this could change, but who will make the tissues? Chefs?
4. Tailors will no longer have a viable business selling to repeat customers who worry that they will log in one day to find their condition 0/0/ clothes cant be equipped.
5. All our expensive BE tissues that many of us keep in stock will likely be worthless and/or uncraftable.
(yes it is just pixlated cash, but our time earning that cash is valuable)
6. not tailor related but still - those of us on the jedi path who are not done yet - wasted a lot of hours for nothing it seems.
We are being rolled up into Chef... not all of us want to cook and sew and do nothing else.
I will test this out, it is the fair thing to do - even though imo they are not being fair to us at all!
Because at this point, it looks like once again, crafters are taking it on the chin. Granted, the BEs and CHs are hit a lot harder by losing their profession entirely, but in they are crafters as well.

guess I need to start grinding Chiana now to CL 80 because it goes strictly by CL not by sp.

That's not what I heard, but things are up in the air and it's entirely possible I did not get accurate information from the dev I asked. To play it safe, you may wish to use your token respec to combat.

So it appears that if you want to go from hybrid to combat, you should use your initial respec to go to Trader or Entertainer, then respec to a combat class with the respec item.

If you read through the Trackers, you can definitely see that they don't seem to have a whole lot more information than we do.
There's been more posts on how the respecs will work and this is how I understand it so far.
They will effectively be creating a sort of device for us that allows us to respec. It will have 10 charges. It will be marked with your current CL when it is created. Whenever you use it, it will respec you into the class you choose at your original CL. When respecing into trader it will look at skillpoints rather than level as trader crafter classes had no level.
My current crafter is a master artisan, master tailor, master WS, some merchant and 4000 scout (Mask scent helps when surveying). I have a CL of 7. If that is my template on the 15th I will be able to respec to any trader or entertainer skill in full but if I respec to a combat class it will take me to L7 of that class and I will not gain anything from my crafting skillpoints.
So my intention now is to use my token respec on the 14th to take me to some sort of L80 template. My respec device will then allow me to respec to level 80 any time I use it.

If anyone has their token respec available I'd advise using it to get L80 before the change.
I have no token respect. I am screwed and quite upset. If anyone has more information please let me know.

I think I'm gonna log and fill my house with outfits then switch to combat and try to get to CL 50 maybe 80 if I can. I know once I got area attack with carbines, I master carbines very quickly. the only problem is finding a group that will that will take a level 1 combat character.
I still say they should give all of us another respec NOW in this system before the NGE comes out.
I neglected to post the orginal question to tiggs response... the guy was CL 22 smuggler 4000 and some other mixes in there, merchant maybe. so that is why tiggs response is you'll be level CL 22 if you go combat and yet going the reverse he was able to respec fully.

Or NJ if you could please get some clarity into exactly how the respec will work that would be awesome. I've been asking forever on the NGE forums and gotten no response.
