It definatly looks that way.
The rather misleading hotfix notes were not being clear about whether they were just fixing the broken palette items or giving us the full palette for everything, but at least we know now that it was the latter.
And as I said above, I was only nov artisan on TC but even nov artisan uses the very top of the full 255 palette for items like the casual shirt and pants. Had they decided to give us full colours on everything I would have expected the casual shoes to also use the very top of the 255 palette.
But at least we should get colour 4 back on the reinforced pullover, and colours 1, 2 & 3 back on the desert crawlers, and colour 2s for all the not-quite-masters ![]()
Then if they can get the factory bug sorted we can go back to being one of the most unbroken professions in the game ![]()

Just make things QUIT SPINNING and allow us to use our mouses to turn things around ONLY if we want. Half a billion objects per server, spinning and spinning, that has to put some kind of load on the server, wouldn't you think?

Spinning objects is a client-side display option.
they were supposed to do server sweeps of all in-active accounts to get rid of the clutter, but it hasnt happened. think of all those condemned houses and such around theed and all over other planets. there's a huge ammount of information. i think it would do the game good to get rid of that, free up memory and the servers.
one arguement against it is all those lost accounts and potential money to be made for people returning. if people are coming back, they would have by now, i would think. if they have to restart their characters and still have friends in the game, they should be able to get back on their feet real quick in the case someone does return after a theoretical server cleansing. SOE could just send everyone an e-mail saying this is going to happen on such and such a date at such and such a time.
and clean up the code too. i bet the whole thing is a mess since CU.
You've read about the "house packing" which was tested, but switched off again in one of the last TC releases? As soon as that one is working without problems and is tested for a while (translate: in use by the players and there are not too many bug reports.) it also is a good tool to get rid of houses of disabled accounts. The houses then will simply be packed and moved to the peoples inventories. If they return, they have to find a new free space, put the thing there and can be happy again.

At Fan Fest the Devs did mention that anything changes made to a "skin" of a character adds one more layer to that character that needs to be drawn. Thus additional colors for clothing such as Tailors have requested or additional Tattoos or markings that Image Designers have requested have to be seriously looked at before implementation because of the amount load it adds to a server.
I don't know about this applying to clothing objects. After all Dress Slippers and Women's Shoes can already be made in the full color palette, and armor boots can be made in other colors than the limited leather palette so it seems to me that the layer that covers shoes, for example, should already be able to accomodate the full color palette. The Long Uniform Gloves can be made in the full palette, so why not some other types of gloves too? The same argument could be made for all clothing slots except the backpack/bandolier slot. That's why I would doubt that it has to do with layering issues.
Now the tattoo layer I can understand better. Right now only the Zabraks have that layer I guess. For other races it would need to be added if they were to have tattooes, and it would add another bit of information that would have to be included in the data stream for every character. Even if they don't have a tattoo, it would still probably have to be transmitted as a 'no tattoo' value. I can see how this would increase the data load and add a more complexity to the renderer on the client side. I just don't know by how much it would actually make a difference.
